Uninstall the incomplete installed Photoshop CC 2019.
Go to Photoshop CC 2019 installed location & make sure no files and folder should be there.
Restart your computer & once again try to install Adobe Photoshop CC 2019.

Just tried it again, I click it, it opens a new tab for a second then it closes itself. I checked my downloads window and it doesn’t show that it downloaded anything.

Had to copy link and paste in a new tab. Not sure why that didn’t work last time.
(I tried copying my old Photoshop program from work, but that wouldn’t work when i loaded it on my laptop at home. ugh, fucking adobe.)
